artigo monica euzeneia fernadaThe aim of this study was to analyze the decisions and forms of communication/subjectivation related to climate governance at the normative (legislation) and digital (posts) levels during the first 30 days of Rio Grande do Sul's biggest political and climatic catastrophe, which occurred in May 2024. In view of the emphasis in disaster governance research on the importance of involving social actors in recovery, as well as evidence of the ineffectiveness of corrective and preventive measures, we sought, more specifically, to identify social participation and the corrective and preventive measures adopted and communicated to society in general. We analyzed 517 legal publications and 836 tweets from the three levels of government: federal (Extraordinary Secretariat of the Presidency of the Republic to Support the Reconstruction of Rio Grande do Sul), state (Rio Grande do Sul) and municipal (Porto Alegre). The results show differences in terms of the involvement of social actors, which was greater in the federal government; there were few measures aimed at reconstruction and no preventative measures. In the digital media, the government's narrative strategies are based on combating disinformation, emergency aid, alarmism and victimhood. Finally, there is a disconnect between the production of new legislation and communication on social media.
