“Enquadrando” a desigualdade e a igualdade de gênero [“Framing” Gender Equality/Inequality]

Abstract:
This article analyzes the speeches of Brazilian deputies from different ideological camps to understand how “gender inequality/equality” is framed as a problem that deserves a response from the State. We seek to connect discussions about the political representation of women with parliamentary debates as a possible space for advancing feminist agendas. To this end, our reference is the processing of a constitutional amendment proposal and a draft bill on issues linked to women's rights: social security reform and combating political violence against women. The empirical source includes official documents produced during the processing of these projects, parliamentary speeches, as well as materials published in the press. We argue that discourses are constructed in interactive contexts that involve cooperation and/or dispute, intersecting and connecting the State and civil society.
