Abstract: The aim of this study is to analyze how the policy of social participation was incorporated into the agenda of the Lula III government during the transition period, as well as the images of participation (policy image) mobilized in this context. The concept of image is part of the theories of agenda and policy formulation, which guide the theoretical outline of this work. In order to understand the image of the social participation policy, we focused our attention on the Transition Cabinet (GT), established to plan the strategies of the new government, which would take over the Presidency of the Republic in January 2023. Based on documents and interviews with key players involved in the WG, the study recalls the different images of social participation in Brazil, from the 1988 Constitution, through the idea of “participation as a method of government” (until 2014), to participation as an “ideological” issue (from 2018). The analysis of the debates produced during the WG reveals the attempt to build and innovate the image of participation, recognizing previous limitations and facing contemporary political challenges, such as the rise of right-wing movements.
