The article “Between Deinstitutionalization and Resilience: Institutional Participation under the Bolsonaro Government”, written by Carla de Paiva Bezerra (Cebrap), Débora Rezende de Almeida (UnB), Adrian Gurza Lavalle (USP), and Monika Dowbor (UFRGS), won the first edition of the Charles Pessanha Award for Articles from DADOS journal — one of the most prestigious in Brazil — in the category of Political Science or International Relations articles. All the researchers are affiliated with INCT Participa.
According to Adrian Gurza Lavalle, the article presents original, comprehensive, and in-depth findings on national councils under the Bolsonaro administration, correcting the knowledge available so far.
“The award recognizes the quality of knowledge produced in the field of participation studies, an area that is not considered among the most traditional or central in political science in Brazil. The article is the result of a collective effort spanning three years of work and benefits from dialogue within a field that has significantly deepened its production and accumulation of knowledge over the past two and a half decades,” concludes Adrian Gurza Lavalle.
“The article makes available a database of 103 national councils, many of which had been invisible to studies on the institutionalization of participation in Brazil. This allows for a broader view of the diversity of social control institutions and may even contribute to the writing of new articles based on these data,” says Débora Rezende de Almeida.
“In addition to the original database with a record of the creation and legal and infra-legal changes of all federal-level councils, the article offers a theoretical reflection on the literature on institutional change and a typology of patterns of council resilience, which can be applied to other types of programs or public policies,” explains Carla de Paiva Bezerra.
For Débora Rezende de Almeida, “the strength of the article lies in its collective construction through networks of researchers from different parts of the country, which has been the hallmark of INCT Participa.”
Monika Dowbor also highlights the collective and systematic work carried out over the years. “With the support of undergraduate research assistants in data collection, we discussed each stage of the work together, avoiding the fragmentation typical of academic production.”
The award honors Professor Charles Pessanha, DADOS’s Editor Emeritus and a key figure in the development of scientific publishing in Brazil.
In addition to public recognition, the DADOS team will provide further promotion of the article.
